About Us
Since 1970, the Foundation for Rural Housing (FRH) has helped low-income households across rural Wisconsin achieve greater stability and move toward self-sufficiency. As a statewide nonprofit organization, we partner with individuals, families, communities, and local organizations to address housing challenges through practical guidance, education, and flexible support.
In September 2027, FRH was selected as the Interim Community Services Block Grant (CSBG) Provider for Wisconsin’s Northeast region, serving Brown, Oconto, Marinette, Langlade, Menominee, Vilas, Florence, Forest, Shawano, and Oneida counties. While we have served these communities for years, this designation will deepen our ability to listen to residents, identify local priorities, and develop services that directly address the needs of individuals and families.

Our programs help eligible households obtain and maintain safe, stable housing through one-time assistance with needs such as security deposits, rent, mortgage or property tax arrears, utilities, and home repairs. We also offer foreclosure counseling and connect residents with trusted community resources. By closing service gaps and strengthening local partnerships, we will help individuals, families, and communities across the 10-county Northeast region build a more stable and sustainable financial future.

Our Story
The Foundation for Rural Housing, Inc. was created in 1970 by the Rural Electrical Cooperatives as a statewide non-profit.
Over the years, we have had federal, state, and private funding—enabling us to provide assistance across the state. We have served hundreds of rural communities and non-profit organizations with technical assistance, grant applications and advice. We have assisted thousands of low-income families with information, home repair funds, assistance for rent, to purchase homes or stay in their homes. Millions of dollars have been leveraged for the very low-income, rural residents of Wisconsin.
